Remove katibcli

Addresses #273. I'm pretty sure this is everything related to the CLI. Did I miss anything, or worse delete something we still need?

I'm waiting for a kubeflow member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Ok I fixed the failing test. There was some code to copy the go dependencies to the mounted volume in the build-cli.sh test script that we still needed. I copied it over to the unit-test.sh script.
