Narrowed down and reproduced the problem.
The error message shows up when pip install -t pygobject pygobject, called from

pipelines/backend/src/apiserver/visualization/license.sh

Line 76 in 68c528e

pip install -t "$2/source/${col1}" ${col1}

This is a python community common problem and there's a workaround in pypa/setuptools#2353 (comment).
