Storage Account Secret Rotation

Is your feature request related to a problem?/Why is this needed

When the storage account key is changes for some reason, there should be a way to update the key in the Kubernetes Secret.

Describe the solution you'd like in detail

Implement storage account secret rotation feature to make the storage account truly "managed".
Add logic to check if the key in the Kubernetes Secret represents the latest storage account key.
