A mechanism of assigning relative priorities to pods such that when scheduling a new pod, one or more already-running pods of lower (or possibly equal, depending on the design) priority may be evicted ("preempted") from a node in order to free up sufficient resources for the new pod to schedule there. Presumably preemption is only employed when there is no node where the pod can schedule without preemption.

The shepherd is not responsible for showing up to Kubernetes-PM meetings and/or communicating if the feature is on-track to make the release goals. That is still your responsibility.
