Currently if you create an ingress then take its static-ip and assign the annotation, the controller is not smart enough to not delete the IP. To make this work:
Issues go stale after 90d of inactivity.
Mark the issue as fresh with /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
Prevent issues from auto-closing with an /lifecycle frozen comment.
If this issue is safe to close now please do so with /close.
Send feedback to sig-testing, kubernetes/test-infra and/or @fejta.

: https://github.com/kubernetes/ingress/blob/master/controllers/gce/loadbalancers/loadbalancers.go#L828 (just like we do here https://github.com/kubernetes/ingress/blob/master/controllers/gce/loadbalancers/loadbalancers.go#L548)This way the call to getEffectiveIP will observe the annotation value right before deleting the IP
