Ignore deletion timestamp when ensuring NEG CR

• svcPortMap is the source of truth, so continue neg creation and
  syncing even if corresponding NEG CR has a deletion timestamp

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
