Update go version to 1.19. Run go mod tidy, gofmt #1779

This PR updates GoLang to version 1.19

I also executed go mod tidy to clean up packages

Also, probably gofmt changed rules between versions, so I ran gofmt for pkg and cmd folder

This update was needed to add golangci-lint (will be done in next PR)
