Remove support for DestinationRule based subset #1921

NEG controller will only make negs per service and will no longer watch DestinationRules.

 * when ASM is enabled, controller will no longer watch Destination
   Rules and will not create NEGs based on them
 * when ASM is enabled, controller will still create NEGs for all
   services and ports
  * with the removal of destination rules, dynamic client related
    packages are no longer needed
