Remove quotes from fields of Windows Installer

fixes #12365

When installing minikube with minikube-installer.exe in Windows, some fields (Publisher, HelpLink, URLUpdateInfo, URLInfoAbout, and DisplayVersion) appears with double quotes in the Windows Control Panel.
This PR fixed them.
