Looking at the first log, the error seems to be related to Docker pull request limits:

Hi @kgibm, thanks for noticing that, I'll make sure to login to our Docker Hub accounts on our CI machines to prevent this in the future. |

First test error seems to be:
Conflicting networks? And this was on Windows so it should not have been affected by this patch. |
