This PR updates the site's
READMEto push people a little more in the direction of using the Docker image versus their local Hugo. It also updates the Docker image itself to not use the "extended" Hugo (for the sake of consistency, as we're not yet using Hugo extended on the Netlify side...the Docker image hasn't presented issues yet so let's not allow it to 😄).
