Describe the bug
1、There is user cc, who has the permission to view the platform cluster, invite user cc to the cluster and set the permission to cluster management

2、Use user cc to log in to the platform, click Platform Management-"Cluster Management-"Configuration-"Configuration Dictionary, Privacy Dictionary, Service Account,the Create button is not displayed

Versions used(KubeSphere/Kubernetes)
KubeSphere: v3.3.1-rc.0

Expected behavior
There should be a create button
