[5.4] Always use Carbon::setTestNow() in tests. #17937

This allows to always use a relative time for each test; these tests should not fail anymore in case of slow execution.

This also fix setup and tearDown in RedisQueueIntegrationTest.


          Always use Carbon::setTestNow().
