Resolves issue #845 and adds relevant documentation.

Allows for the following code to be valid

import pygit2
if pygit2.LIBGIT2_VER < (0, 26):
    raise ImportError('libgit is out of date, update to 0.26 or newer')


          added a Tuple based value for the libgit2 version reference
