We currently wait 5m but this makes us unfindable (using peer routing) for 5m (unless we do something else that effectively bootstraps us).

as a matter of +1ing this, in my initial explorations of libp2p i found myself setting very small bootstrap intervals to compensate for this. happy to take this on.
