This method exposes the connection info and connected point to a provided function which creates the upgrade and can base the decision on `PeerId` or other connection information such as IP address.

Allow overriding the yamux mode which is currently selected depending on whether an inbound or outbound upgrade happens. Also add a method
Builder::multiplex_extwhich accepts a function which is applied to all available connection info and returns the actual upgrade.For context see #1690.
