Symbols-2 font not resolving #2

I'd excluded the Noto Symbols 2 font because it appeared redundant with Noto Symbols due to its unicode ranges being the same. However the contents of the two fonts are quite different, and the fact they share the same unicode ranges appears to be a bug.

Need to reinstate Symbols 2 and fix the unicode ranges for both fonts.

Reinstated symbols-2 and, applied overrides for both fonts' unicode ranges based on parsing the woffs.
