Adjust the run target to use the new tox syntax.
Enable the Pydantic mypy plugin and configure it. Sort stanzas in pyproject.toml and add the standard comments for the pytest settings.

Fix the
make runtarget for the current tox syntax. Update the mypy configuration and enable the Pydantic mypy plugin.
