Use the lsst-sqre/run-tox and lsst-sqre/build-and-push-to-ghcr actions. Add timeouts for CI steps. Separate pre-commit into a different job so that we can use the pre-commit action. Add a new periodic workflow job to try updating dependencies and running the tests and report if this fails.
