  1. Clean up change log entries 

    Add a proper version number for the 3.0.0 release and reword some
of the changes for additional clarity.

  2. Stop upgrading worker packages 

    The Science Pipelines base image is so old that the package
repositories for that version of CentOS no longer exist. Stop trying
to upgrade the packages for now. This will hopefully be fixed in the
future with a new Science Pipelines base image based on AlmaLinux.
