Update pre-commit and Python dependencies. Set the default asyncio fixture loop scope, since the default will change in the future. Remove some now-unnecessary `type: ignore` markers. Switch to universal frozen dependencies, which avoids the need to add spurious dependencies to ensure frozen dependencies work on different platforms.
