  1. Make completeness action after all units are defined 

    Before, it was constructed before completeness threshold metric
units were defined, so they did not show up in the output json.

  2. Remove "plot_" from completeness threshold magnitude metric names 

    The metrics aren't generated by anything else, so the "plot_"
designation is unnecessary.

  3. Reformat percentile names to not include periods 

    Column names with periods aren't accepted by sasquatch.
