psrfits_utils

psrfits_utils is  a lightweight library for processing PSRFITS pulsar
data files.

To compile:
  ./prepare (should only be necessary the first time)
  ./configure [options]
  make && make install

Changes relative to upstream:
 * Added combine_lwa, combine_lwa2, and average_lwa
 * Added psrfits_drifttool
 * Changed subint.dat_freqs from float to double
