Please review. I'm already using this feature to configure stuff based on environments. It'd really nice to have in the base code.

Thank you for the proposed improvement. However, the similar feature, which covers your use case, has been implemented already -- #41. It allows to specify any custom configuration (both modular and non-modular) in centralized place -- app/etc/<category>/<custom>.xml file. Custom configuration file is activated using the environment variable MAGE_LOCAL_CONFIG=<category>/<custom>.xml.

Closing the ticket because the similar feature, which serves the same purpose, has been implemented already.
