Gets raster pixel resolutions, and optionally snaps them to mapnik-omnivore
tiling thresholds.
Also, generates "metatile" zooms - the tile sizes at which a given input resolution would be over a size threshold based on an "upzoom" (the resolution of zoom levels "up")
