Do you see any improvements to offline downloads with this in place? |

The improvements I'm seeing with the current Test App set up and the region definition on #10252 don't seem significant / are within the margin of error. I suggest we deprioritize this PR until we perform additional measurements that confirm this change is in fact removing a bottleneck. |
