Adding tox tests and continuous integration in GitHub

The following additions were made:

1. Tox tests with python 3.8 to 3.12
2. Code formatting and syntax check with ruff
3. Adding pre-commit support which has ruff
4. Continuous integration with linting, building and testing support.
5. Relevant changes to the documentation.

All the code has also been formatted based on ruff
