Description
Splits out the "effect" field of some pilot gear from their Descriptions, now that "effect" is supported in Comp/Con.
Additionally, add a "Pilot Weapon" tag, added quietly in Dustgrave".
Apply "tg_pilot_weapon", "tg_personal_armor", and "tg_gear" to all Pilot gear, as appropriate.
