I'd also like to see some tests for these new callbacks (nothing too fancy, just a test function for each that appends a mock returning False to the right callback queue, performs the action, checks that it fails, and that the mock has been called)

I've added tests (they were remarkably painless to write, thank you for the inspiration @babolivier). Seems like the code might even work :)

I think there's a couple things to change on one of the callbacks's signature, apart from that things look pretty good to me

Thinking about this a bit more, is there a reason we need to pass the Requester down to the module instead of just the user ID? If not I'd prefer if we passed the user ID for consistency (I know on_create_room already passes a Requester to modules, we'll probably need to fix it later).

Oh, it was mostly so you could tell if the requester was an admin or not by inspecting the object. I can do an is_admin flag (or maybe there is a Module API to determine this) but I was going for convenience.

Removed Requester, second parameter is now either the admin's user id, or None if no admin made the request.

Having thought about it...I can't think of a reason to care who the admin is... going to use by_admin

The documentation's opening paragraph reads:

Third party rules callbacks allow module developers to add extra checks to verify the validity of incoming events.

It seems like the scope of this collection of hooks might have widened since then?

Synapse will now refuse to start up if open registration is enabled, in order to help mitigate
abuse across the federation. If you would like

Synapse will additionally now refuse to start when using PostgreSQL with a non-`C` values for `COLLATE` and `CTYPE`, unless
the config flag `allow_unsafe_locale`, found in the database section of the configuration file, is set to `true`. See the

This patch version reverts the earlier fixes from Synapse 1.55.1, which could cause problems in certain deployments, and instead adds a cap to the version of Jinja to be installed. Again, this is to fix an incompatibility with version 3.1.0 of the [Jinja](https://pypi.org/project/Jinja2/) library, and again, deployments of Synapse using the `matrixdotorg/synapse` Docker image or Debian packages from packages.matrix.org are not affected.

This release removes a workaround introduced in Synapse 1.50.0 for Mjolnir compatibility. **This breaks compatibility with Mjolnir 1.3.1 and earlier. ([\#11700](matrix-org/synapse#11700; Mjolnir users should upgrade Mjolnir before upgrading Synapse to this version.
