@anoadragon453 has argued on other PRs that using the string literals in tests is good because it can catch mistakes in your enumeration constants.
I don't have a strong opinion on that front myself. If it helps the diffs, let's do it.
I think I can buy that in integration tests, but I'm unsure if it makes sense here. It definitely helps to have the constant when you're moving from an experimental prefix though! |

This is split out of #12168 in an effort to reduce that diff / make it more obvious what is changing in that PR.
This simply uses constant instead of hard-coded strings.
Note that I think we'll need to squash this manually in order to get the attribution correct for @SimonBrandner. These changes were originally signed-off in #12168 so I believe they're fine to split out. 👍
