Given that the reintroduced code is slated for removal again, it seems pointless to refactor to satisfy code-duplication quality control?

Thanks. Since we've not done a good job of publishing this change, we're happy to back it out for the next release.

Assuming you're expecting to see this in 1.64.0, we'll need it in the 1.64.0 release branch. Please could you rebase your branch onto release-v1.64?
