Looks sensible.
I think some docstrings on HomeserverTestCase (the methods and attributes as well as the class itself) about how you're meant to use it and what it will do for you would be helpful - I don't want to have to be reverse-engineering that sort of stuff when I'm writing a test.

we've been documenting abstract methods with abc elsewhere:
@abc.abstractmethod

could we do that here too?

abc.abstractmethod requires the class is an ABC, which this isn't. (Also, abcs are a bad idea)
