This adds information about using .well-known/matrix instead of DNS SRV when configuring a Synapse server.

Fixes #7221

I think that the debian/po/templates.pot file needs to be regenerated, trying to figure out how to do that.

I was able to regenerate the pot-file with:

$ cd debian
$ debconf-updatepo

Note that if you don't have debconf-updatepo you can install it as part of the po-debconf package.
