NetworkChangeNotifier

在网络有更改后，获取通知。

Get notification after network changed.

操作系统支持：

- MacOS（在版本10.14.3上进行了测试）
- Windows 至少为 Windows Vista 版本（在 Windows 10 版本 1809 上进行了测试）
- Linux (在 CentOS 7.6 上进行了测试)

OS Support:
