Windows installer to configure eduroam

On installation:

 * Puts a new wireless profile in the Program Files\Edusetup
   directory.
 * Removes any wireless profile named 'eduroam'.
 * Optionally removes another wireless profile.

 * Installs the new 'eduroam' wireless profile.

 * Installs the root certificate in the computer root certificate
   store.


On removal:

 * Removes the root certificate.
 * Removes the wireless profile named 'eduroam'.
