Muffling Upgrade for Resistive Heaters

Describe the feature you'd like

I'm getting a little tired of hearing resistive heaters, they're loud and can be heard from well over 100 blocks away, so I suggest adding the ability to put muffling upgrades on them. It would work the same as any other machine, it would muffle them and full upgrades would make them completely silent. I can understand why multiblocks like fission and fusion can still be heard, but they're not loud unless you're right up next to them. Resistive heaters, however, can be heard from a mile away, which is weird since it's the only machine that does this. Unless this is an intended feature that they're not muffled, it should at the very least not be heard from a mile away. (If this gets closed due to duplicate I tried searching and didn't find anything opened or closed.)
