Added as a feature for issue #1103 If there is a better / more sensible way of solving this please let me know.

I don't think there's a better way considering the 'actions' are being done through the .properties file so this is the minimum on top to make that stop action work. I did a quick test with stoponapplaunch=true in a test.properties file, and it does seem to stop the logging, and I see the debug log message too.
