It was taking far too long to use renovate for these updates so this bumps the Go version from 1.20 to 1.22 and the dependencies to their latest.

go.hollow.sh/toolbox v0.6.2since v0.6.3 is breaking for our tests and should be resolved separatelygh.neting.cc/pressly/goose/v3 v3.18.0since newer has a problem finding thepgxdriver and should be resolved separately
