Fix Issue #2466.
Changes
We stopped running these projects when an unidentified change to docker broke them.
In the years since, we stopped maintaining these projects.
As a result, most of these projects no longer compile.
Because these projects are out of date, they're causing several of our compliance errors.
These projects will still be accessible by referencing the latest tagged release: https://github.com/microsoft/ApplicationInsights-dotnet/releases/tag/2.19.0
