feat(axe-core-4.0.2): update extension and reporter axe-dependency to 4.0.2

Description of changes

This PR updates our axe-core dependencies to 4.0.2 (release notes here).

Out of scope / upcoming in future PRs:

• updating/understanding this reference to axe-core:

  I'm not sure the UI package should need axe-core, need to explore
• updating the usage section of the reporter's README. The package references are easy to change but the usage script is broken (see docs(axe-core-4.0.2): update reporter README #3410)
• re-introducing the link-name rule now that it's fixed in axe-core
