Doing #10242 again.

The space around the tabs was made equal in windowed mode.
For maximized mode, I made the titlebar be 33px tall, to compensate for #10746.

When we update to WinUI 2.6, are we going to have to adjust the padding values for the new visual style, d'you think?

I asked in microsoft/microsoft-ui-xaml#5821 about that, because the new padding is 4px on the right.
