As predicted, gnu tests are failing as the gnu libs have not yet been updated to reflect the corrected DLL name for the synchronization functions. |

In merge hell - going to merge this PR in and fix up the gnu libs separately. |

Update to the latest version of the win32 metadata that includes the lib fixes for the Windows 8 kernel synchronization functions.
