Use AppExecutionAlias in release pipeline #265

WS2022 now supports appExecutionAliases. The changes in this PR updates the pipeline to use the 'wingetcreate' alias and removes the self-contained exes. It also updates the README documentation with instructions on how to use the msixbundle in the pipeline.
