System 1.0 would naturally be a very popular system due to being the first macOS. However, Saved HD only comes up in System 3 and later due to not supporting HFS yet. The solution is to make a second small virtual hard disk that is formatted in MFS, and it needs Infinite Mac to have underlining functionality to handle multiple saved hard drives. The second hard drive should be exportable as well, but the problem is that a major rework may be required of the "saved HD system".

You can just format the saved HD to MFS in System 1 and 2. If you use the export and import functionality you can easily switch between MFS disk and HFS disk.

Now a third UFS or FAT drive for NeXTSTEP would be considerable.

No need, NeXTSTEP can use HFS just fine.
