feat: IssueのFeature Requestテンプレートに目的欄を追加

この対応により、Feature Requestを送る際のフォームに「目的」欄が増えます。
説明書きには「この機能が解決すべき具体的な問題またはニーズ、および誰がそれに役立つと考えているかを説明してください。」という旨の英文があり、提案者にニーズや目的、誰が喜ぶかを説明する必要があります。

#12245 に記載の通りです。
コミュニケーションコストを削減し、力を割くべきところに回せるようにするためです。
