[ci] Update container images and fix minor issues

- Container images updated to version 2022-09-27
- Specify image versions for all CI jobs (some were missing)
- Fix error reporting in 'Update submodules and install lbuild' step
- Add workaround for git permisson/ownership issue (CVE-2022-24765)
