can we not use 4 threads for lin/win runners? i notice they have 16GB of ram each. i have not yet confirmed everything builds in #9510 yet, so im wondering if there are known issues |

We don't want build system changes to accidentally break development builds on distros we still support. Ubuntu 20.04 is covered by another job, but could be containerized like this one if GitHub decides to deprecate the runner.
