VSCODE-167
This PR makes it so that when a user first activates the extension, and they have no saved connections, they are shown the overview page. They are only shown this overview page once. We check if there are no saved connections in order not to show the overview page to existing users who upgrade versions and already have gone through the process of saving their first connection.
