Removed text suggesting Vcpkg is windows-only. #424

The Vcpkg package manager is cross platform, so its section header doesn't need to mention Windows.

Merged as mosra/corrade@aacb551, e519edf and mosra/magnum-plugins@070d112 ... extras & integration will follow, I abused the CIs enough for today :)
