Cherry-pick changes from upstream and adapt to the deferred drop fix. The weak pointer entry is no longer upgraded to strong Arc prior to being dropped.

A follow-up to #67.
Cherry-pick beneficial changes from upstream (made after aptos-labs#14705 was submitted) and adapt to the deferred drop fix.
